This publication analyzes the latest data reported by 192 countries against the core indicators used for monitoring an effective national response for women, as laid out in the United Nations Declaration of Commitment on HIV/AIDS. The first-ever scorecard analyzing country responses to the specific needs and vulnerabilities of women in the context of the AIDS epidemic, this independent assessment and rating was developed through a comprehensive consultative process with global health experts and civil society representatives from across the world, and evaluates data on women that all governments provide as part of the 2001 United Nations Declaration of Commitment on HIV/AIDS. The six key elements included in the scorecard are: Data Collection, Gender Mainstreaming, Policy and Legal Environment, National Programmes, Knowledge and Behavior, and Impact.
