This publication underscores the importance of understanding the gender dimension of HIV/AIDS in the formation of effective and sustainable response strategies. It is divided into three components. The Kit provides the latest information on HIV/AIDS and its impacts and identifies recommendations for effective program and policy options. The Operational Guide identifies gender equality as a driver of the HIV/AIDS epidemic and highlights the need for a rights-based approach to HIV/AIDS. It provides guidance to development practitioners by providing a coherent conceptual framework from a gender and rights perspective and sets out guidelines, checklists, and tools for program implementation. The Fact Sheet aims to provide policy makers with concise information about the gendered aspects of the HIV/AIDS epidemic by presenting core facts and issues in thematic areas that are underpinned by an analysis explaining how gender issues are fuelling the crisis and recommendations for change.
